Mohammad Javad Rahimi, a member of the U.S. Democratic Party, has announced the introduction of a resolution in the United States House of Representatives to honor and formally recognize Ahmad Shah Massoud.

Rahimi said on Thursday, September 17, that the resolution recognizes Massoud’s resistance and efforts against the Soviet occupation of Afghanistan, his role in promoting peace and dialogue, and his opposition to extremist interpretations of Islam.

The resolution also highlights Ahmad Shah Massoud’s resistance to the Taliban and al-Qaeda before the September 11 attacks, as well as his efforts to secure humanitarian assistance for the people of Afghanistan.

Rahimi said the resolution, introduced 25 years after Massoud’s assassination, is an effort to commemorate his political and military legacy. He added that more information about the U.S. lawmakers involved in drafting and introducing the resolution would be provided in the coming days.

The resolution, H.Res. 1556, was introduced in the House on September 16, 2026, and referred to the House Committee on Foreign Affairs. It was sponsored by Representative Eugene Vindman, a Democrat from Virginia.

Ahmad Shah Massoud, a senior commander of the resistance against the Taliban, was assassinated on September 9, 2001, two days before the September 11 attacks, in a suicide bombing carried out by attackers posing as journalists.
